Official data shows that 212,968 dog-bite cases are reported across the Union Territory between 2022 and 2025, with Srinagar district alone accounting for 36,406 cases, the highest among all districts. A recent Supreme Court directive mandates that stray dogs be vaccinated, sterilized, and tagged before being released, except in cases involving rabies or aggressive behavior. On November 7, the Supreme Court orders all States and Union Territories to remove stray dogs from public places such as schools, hospitals, and transport hubs, and relocate them to designated shelters after sterilization and vaccination under the Animal Birth Control Rules, 2023, framed under the Prevention of Cruelty to Animals Act, 1960.

The two-day event involves active participation from general secretaries Gagan Kumar Thapa and Bishwa Prakash Sharma. The acting party president and other senior party members abstain from the opening ceremony in protest. The second special general convention, called by Thapa and Sharma, takes place against the backdrop of a deepening intra-party dispute. The establishment faction, led by party president Sher Bahadur Deuba, opposes the convention, arguing it could split the party, and instead pushes for the regular general convention scheduled for May. Thapa and Sharma assert that the convention is demanded by 2,488 elected representatives, more than 54 percent of the total. Leaders supporting the convention state that over 60 percent of elected delegates participate. The Congress statute includes a provision that mandates the party leadership to call a special general convention if at least 40 percent of the party's elected general convention representatives demand it. A petition signed by 53 percent of the Nepali Congress general convention representatives is submitted at the party headquarters in mid-October, seeking a special general convention and election of new leadership.

Leaders of various political parties of Nepal attend the opening ceremony of the Communist Party of Nepal- Unified Marxist Leninist (CPN-UML)'s general convention in Bhaktapur, Nepal, on December 13, 2025. The party claims the gathering to be its largest so far, mobilizing supporters from across the country by reserving vehicles to bring cadres to the Valley. Over 2,200 delegates, including elected and nominated representatives, and 309 observers participate in the convention, which elects the party's new leadership. Around 10,000 volunteers are mobilized for organizational management, according to the organizer. The convention elects 15 office-bearers, including the party chair and 251 central committees. Another 10 percent of members are nominated. Although the party statute mandates a general convention every five years, this one is convened a year early. The 10th convention is held in Chitwan, Nepal, in December 2021. As the statute and policy convention concludes in September, the gathering focuses mainly on leadership selection. In the closed-door session, Oli is scheduled to present the political report, while General Secretary Shankar Pokhrel tables the organizational report. Senior Vice Chairman Ishwar Pokhrel registers a concept paper criticizing Oli's leadership style and raising concerns over internal party democracy, and announces a challenge to Oli for the party chair.
