Stephens, II and Newark Public Safety Director Fritz Frage announced that the Essex County Prosecutor's Crime Scene Investigations Bureau is investigating a two-car collision in Newark, New Jersey, United States on August 15, 2023 that left one man dead and four passengers injured.
