People are portraying soldiers from the French army during a reenactment of the Battle of Puebla at the Penon de los Banos in Mexico City. Documents from the National Institute of Anthropology and History and the National Museum of Interventions indicate that during Benito Juarez's presidency, and due to the country's bankruptcy, Congress issued a decree in 1861 that suspended the payment of debts to European powers for two years.
