The past that shaped this armed force and laid the foundations of what it is now, dates back to the Mexican Revolution, with the enactment of Decree 1421 on February 19, 1913, made by the XXII Congress of the State of Coahuila, by which the government of Victoriano Huerta was disowned, empowering Governor Venustiano Carranza, to arm forces and restore constitutional order.
