The government, led by Prime Minister Donald Tusk, aims to train 100,000 volunteers annually by 2027 and works to increase the availability of training for citizens, as well as enhance national security through initiatives like improved emergency shelters and self-defense courses for the public.

On October 11, 2025, the 202nd Anniversary Ceremony of the Creation of the Heroic Military College in Mexico takes place at the San Carlos Fortress in Perote, Veracruz. Ricardo Ahued Bardahuil, Secretary of Government of the State of Veracruz, and members of the Secretariat of National Defense lead the event. The founding of the Heroic Military College arises from the need for a faculty responsible for training military personnel. In 1821, when the Mexican Nation is established with the consummation of Independence, the existence of a permanent Army responsible for protecting and defending the integrity of the national territory is considered essential. According to information from Luis Fernando Molina Londono in the title ''Plundering, deportations and internments: the fate of the Germans during World War II,'' he narrates that the San Carlos Fortress in Perote functions as a detention camp for citizens of the Axis of World War II, who are interned for reasons of national security after Mexico enters the war in May 1942.
