Flowers and a message of condolence rest at the base of the newly-installed memorial to murdered police officer Keith Palmer outside the Houses of Parliament in London, England, on February 22, 2019. Palmer was knifed to death on March 22, 2017, while on duty at the gates of the Houses of Parliament during the Westminster Bridge terror attack. His killer, Khalid Masood, was shot and killed at the scene by police.
