This plan opens new shelters and accommodations for people living on the streets. The Prefet decides that the plan will be activated only if the temperature is below minus 10?C for three consecutive nights and if, during the day, the temperatures remain negative or at 0?C maximum. Already this winter, a man living on the streets dies of cold. Even children stay on the streets if the temperatures remain above -10?C. There is an emergency phone number for people living on the streets, 115, but the number is always gridlocked.
