Chanteloup-les-Vignes, France, 4 February 2021. A sign to watch out for children in the city of La Noe. This district, thought by the architect Emile Aillaud to be a utopia, quickly turned into a nightmare, with unemployment, violence and drug trafficking during the 90s. Since then, the city has been one of the first to benefit from the urban renewal programme launched in 2003 by the Minister of Urban Affairs, Jean-Louis Borloo.
