France is 8 to 15?C above normal temperatures for August. This heatwave is due to an omega phenomenon where a drip of hot air is blocked by fresh air. Nearly all departments, such as Haute-Garonne (Toulouse), are placed on red alert heatwave, and sixteen are placed on orange alert. This heatwave coincides with climate experts saying that limiting global warming to +1.5?C won't be achievable as agreed in 2015 during the COP21 in Paris. All of southern Europe bakes under unusually hot temperatures.
