People savor ice cream in Birgunj, Nepal, on July 24, 2025, following the heatwave and drought in the region. An emergency cabinet meeting on July 23, 2025, declares Nepal's Madhesh province a disaster crisis zone as severe drought hits the nation's breadbasket. The unusual absence of rain in the Southern plains of Nepal in mid-monsoon pushes the region into a state of crisis. The government makes the declaration under Sub-section 1 of Section 32 of the Disaster Risk Reduction and Management Act, 2017. Due to acute water shortages, farmers are unable to transplant paddy. The drought leaves seedbeds dry, and paddy saplings wither, sparking fears of an impending food shortage in Nepal's major rice-producing region. The scarcity of water during mid-monsoon in the Tarai, Nepal's food basket, threatens not only farmers' livelihoods but also the national economy.

Residents of Birgunj Metropolitan City in Parsa District of Madhesh Province, Nepal, fetch water from a tanker mobilized by local authorities as drought in mid-monsoon dries out water sources on July 24, 2025. 3 July 2025

A cyclist carries LPG cylinders and wades through a flooded section of the road in Kathmandu, Nepal, on July 3, 2025, following a heavy downpour as the monsoon takes hold over Nepal. Usually, the monsoon clouds start entering Nepal on June 13, but this time they enter a fortnight earlier than the usual schedule. It usually lasts until the last week of September. The Met office predicts that Nepal is likely to witness above-normal monsoon rainfall this year. Nepal annually faces disasters of floods, landslides, and inundation during the monsoon, resulting in the loss of lives and properties. As the Himalayan nation braces for above-average rainfall this year, the National Disaster Risk Reduction and Management Authority (NDRRMA) predicts that around two million (1,997,731) people from 457,145 households could be affected by monsoon-related disasters.
