This exchange occurred during a rally to demand passage of the Women's Health Protection Act (WHPA) and protest the Supreme Court's leaked preliminary decision to overturn Roe v. Wade. The vote to end debate on the WHPA failed in the Senate on May 11 by a vote of 49-51. A supermajority of 60 votes is required to end debate.
