The enormous, and usually well-lit, highway is relying on an extensive series of high mast light poles which line each side of the road, but they are out of service due to power limitations in the area. Vehicles are driving eastbound on I-10 near the intersection of I-10 and Washington Avenue in Houston, Texas.
