The blast occurs just hours after Indian police announce the arrest of another Kashmiri doctor, Muzammil Shakeel, in Faridabad, Haryana, on charges of plotting a terrorist attack. However, authorities have not yet confirmed any link between Shakeel and Monday's explosion.
